Speed limit laws, which are the most common traffic laws in the United States, are in place to let drivers know how fast or how slow they should be going in a specific area. Police enforce these laws along with others to help protect drivers and passengers. Laws are always enforced by police for the sole purpose of protecting citizens of the area. These laws may be enforced by tickets, fines and even jail time for major violations such as driving under the influence. Police will generally have a set schedule for enforcing these laws, with more focus around heavy traffic times.
The International Bicycle Fund is an independent, non-profit organization. Its primary purpose is to promote bicycle transportation. Most IBF projects and activities fall into one of four categories: planning and engineering, safety education, economic development assistance and promoting international understanding. IBF's objective is to create a sustainable, people-friendly environment by creating opportunities of the highest practicable quality for bicycle transportation. IBF is funded by private donation. The Part 1 question will be an essay on a given topic. A set of notes on the topic will be provided, and will include three bullet points. Candidates will be asked to select two of the bullet points and to base their essay on those two points . They should not attempt to discuss more than two of the points, as this will lead to the essay being less developed than required. Candidates will also be asked to explain which of the two points is more important in a given respect, and to give reasons for their opinion.
Candidates will be given three short opinions related to the bullet points. They may, if they wish, use these to help develop their essay, but they should do so in their own words, as far as possible .
